The US Congressman stated that funds issued through the United States Agency for International Development (USAID) end up in terrorist groups including Taliban*, Al-Qaeda*, IS*, and Boko Haram*. Perry has confirmed what is already in public knowledge.

Funding and ‘Fighting’ Terrorists
The US establishment funding terrorism while purporting to be fighting it has been its main modus operandi. In the past, it was purporting to fight terrorists in Iraq and Syria until ISIS and Al-Qaeda* overran large territories in 2014 and 2024 respectively. Recently, in mid-February, 2025, the aforementioned Congressman Perry, in a subcommittee meeting for Trumps’ Department of Government Efficiency revealed that funds disbursed through the USAID have been ending in terrorists’ hands. Mr. Perry was also defending Trump’s decision to freeze funding for this agency and to send 10,000 of its employees on administrative leave. Quoting official oversight data, he illuminated how the amount that USAID has been funneling to Afghanistan as early back as 2021 ended up in the Taliban’s* hands*, even at the time the US was purporting to be engaged in a 20-year-long war against this group. In the subsequent years, the US has continued funding this group, including through weekly cash delivery to an elitist clique with it named Haqqani, and that some of the amount ends up in the hand of Osama bin Laden’s son.
The CIA-edited Wikipedia explains that the Haqqani Group engaged in asymmetrical warfare first against the Soviet Forces, and would like readers to think that the group learned this style of warfare somewhere in their Kitchens. However, it is an open secret that the CIA not only gathered, but also trained militants and future terrorists to fight against the Soviet forces. While it is hard to verify every claim that Perry made, it is an established fact that the US has been delivering funds to Afghanistan under the Taliban. Perry went on to list that those ruling Afghanistan now received over $690 million annually, in addition to weekly shipment of $40-80 million. This revelation gives the US occupation of Afghanistan a completely new dimension, in that it was meant to fight a group that was simultaneously receiving the US funding; if that makes any sense. The congressman argued that the USAID was a masterpiece in bringing down the US influence at its own cost, lamenting that even Washington’s enemies would greatly struggle to create its equivalent. Perry has either not been educated about how the US advances its influence through chaos, or he chose to gaslight citizens by feigning ignorance. In both cases, Washington’s house of chaos and terror is divided against itself and cannot stand. It is clear that its claim of fighting terror is usually accompanied by exponential expansion in terrorism, revealing that both parties support each other.
The US establishment, especially through the same USAID, has already prepared to obfuscate its funding of terrorists by claiming that Trump’s holding of its money and sending employees on compulsory leave limits its ability to vet potential recipients. However, it is puzzling how the agency did not vet former recipients through the years it was fully staffed. In a report published on 10th February 2025, the agency claimed that it will be unable to verify if recipients of its so called ‘humanitarian aid’ are terror groups. The misleading report attempts to convince the public to stop questioning if the money was channeled to terrorists because the agency cannot investigate. However, it would be unfair to let the accused party to investigate itself. Going by an independent party, Office of Inspector General (OIG), the USAID is/has been guilty of allowing or facilitating funds to go to terrorist entities from as early as 2019, as can be noted in its excerpt below;
While USAID requires its award applicants to disclose any prior material support provided to terrorist entities and verifies that contractors are not blocked from receiving USAID funds, implementers have falsely certified that they have not materially supported blocked entities.
Agency for International ‘Development’? Which Development?
The previously mentioned February 10th report inadvertently reveals how ‘development’ to the Washington establishment equates to chaos. It is puzzling that an American Agency for ‘development’, which has existed for over half a century, operates in areas the US has destabilized, and has not developed anything in the form of roads, bridges, schools or hospitals. Instead, it only poses as delivering the so-called humanitarian aid, which is hard to define or quantify. It is not hard to imagine that containers of arms and ammunitions can be labeled as humanitarian aid and be shipped to the Taliban’s* Haqqani Network or the Syrian branch of Al-Qaeda*.
However, it would be hard to use roads, bridges or a power lines for terrorism and destabilization, and that’s why USAID cannot create development of this kind. The reality that the US global military empire and the USAID are two sides of the same coin came to the fore in the Biden Administration’s Democracy Forum, in which Samantha Power, then USAID’s administrator, outlined how her organization conducts its programs in conjunction with the US Pentagon. The Pentagon is not known to conduct any meaningful development, but savage bombing of infrastructure in targeted countries. Therefore, any organization that implements programs in conjunction with the Pentagon, like USAID, is only proficient in destroying societies and propagating chaos. Similarly, the US government has been unable to develop or repair its own roads, bridges, and dams, such that its posing as if having an agency for conducting international development is pure gasslighting of its citizens.
